This offer is addressed to any persons hereinafter referred to as the «Customer», and is an official proposal of the Federal State Autonomous Educational Institution of Higher Education «Bauman Moscow State Technical University (National Research University)», hereinafter referred to as the «Contractor», represented by the Head of the Scientific Educational Complex of Fundamental Sciences of Bauman Moscow State Technical University, Gladyshev V.O., acting on power of attorney No. 11 dated December 31, 2024, to conclude an agreement for conditions specified in the offer.

This offer is an agreement for the provision of services for organizing the participation of the Customer in the International Conference «Physical Interpretations of Relativity Theory PIRT -2025» and is concluded by its acceptance in the manner established by the Civil Code of the Russian Federation, and regulates the procedure for the provision of the specified services and obligations by the Contractor, arising between the Contractor and the Customer. 1. CONCEPTS AND DEFINITIONS USED IN THE OFFER
1.1. Offer — a proposal of the Contractor to conclude an agreement indicating all the conditions necessary for this (clause 2 of article 437 of the Civil Code of the Russian Federation).
1.2. Offer acceptance — full and unconditional acceptance of the Offer by performing the actions specified in it. Acceptance of this Offer means that the Customer agrees with all the conditions for the provision of services, acceptance is tantamount to concluding an agreement in accordance with the norms of the Civil Code of the Russian Federation (clause 3 of article 438 of the Civil Code of the Russian Federation).
1.3. Offer validity — the period established by the Contractor for the Offer Acceptance.
1.4. Conference — International Conference «Physical interpretations of the Theory of Relativity PIRT-2025».
1.5. The Conference website — an information resource of the Contractor on the Internet, available at: https://pirt.bmstu.ru/.
1.6. Application — an electronic appeal of the Customer (Customers) to the Contractor providing the Contractor with the necessary data (last name, first name, patronymic of the participant, information about the academic degree and rank, place of work, and position, phone number, email address, participation form and information on payment of the registration fee) to organize the participation of the Customer in the Conference. The application is generated automatically when filling out and sending an electronic form on the Conference website.

2. SUBJECT OF THE OFFER
2.1. The Contractor undertakes to organize the participation of the Customer in the Conference on the terms of this offer (hereinafter — «Services»).
2.2. Services are provided by the Contractor at the venue of the Conference: Moscow, Rubtsovskaya embankment, bld. 2/18 (Educational and Laboratory Building of Bauman Moscow State Technical University).
2.3. The Customer undertakes to pay for the Contractor’s Services in accordance with the terms of this offer.

3. RIGHTS AND OBLIGATIONS OF THE PARTIES 3.1. The Contractor is obliged to:

3.1.1. Provide the Customer with Services in accordance with the terms of this offer and within the time of the Conference. The List of services and the cost of the organizational fee for such Services, as well as the application form for Participation in the Conference, are on the Contractor’s website https://pirt.bmstu.ru/.

3.1.2. Respect the rights of the Customer as provided for by the current legislation, as well as protect them and take all necessary measures to prevent copyright infringement by third parties. 3.2. The Contractor has the right to:
3.2.1. Store and process the following personal data of the Customer without any time limit:

— full name;
— postal address, e-mail address, telephone number;
— information about education;
— information about the place of work and the position held.

Personal data are provided for their storage and processing in various databases and information systems, their inclusion in analytical and statistical reports, etc.
3.2.2. Send letters to the Customer to his email address, as well as send the Customer to his mobile phone number specified in the Application, SMS messages with information containing information about the events held by the Contractor.

3.3. The Customer is obliged to:
3.3.1. Pay the registration fee for participation in the International Conference «Physical Interpretations of Relativity Theory PIRT-2025» in accordance with the prices indicated on the website https://pirt.bmstu.ru/ in the «Basic Information» section by bank transfer of funds to the account of the Contractor, the commission for the transfer of funds is debited from the Customer’s account. Payment is made before the end of the period specified on the website https://pirt.bmstu.ru/ in the «Basic Information» section.
3.4. The Customer has the right to:
3.4.1. Withdraw consent to share his personal data with a third party by sending a written notice to the Contractor.
3.4.2. Refuse to participate in the Conference before its start date indicated on the website: https://pirt.bmstu.ru/.

4. ACCEPTANCE OF THE OFFER AND CONCLUSION OF THE AGREEMENT
4.1. The Customer makes the Offer Acceptance by ticking «I agree with the terms of the public offer» and by clicking «Submit application» on the website: https://pirt.bmstu.ru/.
4.2. The Offer is considered accepted by the Customer and the Agreement concluded by the Parties from the moment the Customer completes the set of the following actions:
a) Submitting an application for participation in the Conference in electronic form on the Conference website. The submission of the application is the basis for invoicing the ordered services.

b) Paying for the Contractor’s services during the Offer Term specified in clause 5.1 of this Agreement.

5. PERIOD OF VALIDITY AND CHANGE OF TERMS OF THE OFFER
5.1. The Offer comes into force from the moment of its publication on the Internet address https://pirt.bmstu.ru/ and is valid until the Offer is revoked by the Contractor.

6. TERM AND AMENDMENT OF THE AGREEMENT
6.1. The Agreement comes into force from the moment the Offer is accepted by the Customer and is valid until the Parties fulfill their obligations;
6.2. The Contractor agrees and acknowledges that making changes to the Offer entails the introduction of these changes into the contract concluded and ongoing between the Contractor and the Customer, and these changes come into force simultaneously with such changes in the Offer.
6.3. If the Offer is revoked by the Contractor during the term of the agreement, the latter is considered terminated from the moment of the revocation. Services paid by the Customer at the time of the revocation of the Offer are subject to execution in full.

7. COST OF SERVICES AND PAYMENT PROCEDURE
7.1. The List of the Contractor’s Services is indicated on the Conference website: https://pirt.bmstu.ru/ and depends on the type and number of the Services provided by the Contractor. The Services are 100% prepaid by transferring funds to the account of the Contractor no later than the Offer validity period, with the obligatory indication in the receipt/ payment order of the last name, first name, and patronymic of the Customer (Customers) participating in the Conference.
7.2. When paying for the Services in the Receipt, the Customer indicates the following as the purpose of payment: “Payment for the Services for participation in the PIRT-2025 Conference, without VAT».
7.3. The cost of the Services for participation in the Conference includes the provision of handouts to the Customer and the organization of a coffee break.

8. TERMINATION OF THE CONTRACT
8.1. The Contract can be terminated early:
8.1.1. By agreement of the Parties at any time;
8.1.2. On other grounds provided for by this Offer.
8.2. Termination of the Contract for any reason does not release the Parties from liability for violations of the terms of the Contract that arose during its validity.

9. LIABILITY OF THE PARTIES
9.1. The Customer and the Contractor bear, in accordance with the current legislation of the Russian Federation, property and other legal responsibility for non-fulfillment or improper fulfillment of their obligations under this agreement.
9.2. A Party that has improperly performed or failed to fulfill its obligations under this agreement is obliged to compensate for losses caused to the other Party.

10. FINAL PROVISIONS
10.1. The claim procedure for the pre-trial settlement of disputes from this agreement is mandatory for the Parties.
10.2. The letters of claim are sent to the Contractor by email gladyshev@bmstu.ru, to the Customer — to the email address specified in the application.
10.3. The term for consideration of a claim letter is 10 working days from the date of receipt of the latter by the addressee.
10.4. This agreement comes into force from the moment the Customer accepts the offer on the Contractor’s website.
10.5. In everything that is not provided for by this agreement, the Parties are guided by the norms of the current legislation of the Russian Federation.
